It is really interesting to learn how much current studies of the students are enhanced by the implementation of new technologies?! The process of the learning remains the same (at least the fundamental principles of it), yet certainly it can be facilitated for those who use modern technology. I would like to know whether some detailed research has been conducted on the impact that the implementation of new technology might produce on the education systems in developing countries?! Whether the gulf between education systems of developing and developed countries will be widening or on the contrary the developing nations will be able to catch up with developed nations due to the processes mentioned.

I'm sorry that you will not be at NECC. I'm going this year for the first time in a number of years and am hoping to meet a lot of education bloggers.
I am surprised that your school was not willing or able to encumber funds from this year's budget for NECC though. When I was on the school district budget committee in my area it was fairly common to use money from the current FY to fund travel and training at the beginning of the next FY if it was available. This was done by setting aside the money and earmarking it for the event.
